Penelope

Penelope is a very cuddly and loving dog. She came from a rescue from Texas and came to Virginia around three years ago. She is very shy and unsure about new dog friends, so she will be best in a household with no small children or other pets. She eventually does open up to dog friends, but it can take some time. She does get a little territorial around food. Throughout the day, she is relatively low energy and likes to take naps and cuddle with her humans. Once she is comfortable with her humans, she is very loyal and will love you with all of her heart.
